Exim keeps failing please help

I have tried everything even force install and exim won't stop failing.

When restarting it hangs here
MaxQueue set to:100 - then when i hit ctrl+c it goes on

Waiting for all threads to finish
Shutting down the main socket.

Socket file removed.

While it is hanging here if you to service status while it is hanging
the only thing failed is spamd. once it finishes restarting its
goes to failed in whm.

I just went ahead and reinstalled OS and cpanel and it seems ok now.
