Exim optimization for mass mailing (VPS)

Hi!

I am using Exim on WHM/Cpanel VPS (max 3 GB RAM).

I need to send legitimate opt-in mass mailings (25.000 emails per hour).
I am currently experiencing throughput of about 4500 emails per hour.
How to optimize Cpanel/Exim for better mass mailing performance?

Any guide, how-to, freelancer to do it?
