Hello Audrey,
Are you the owner of the server itself, or just an account on it? If you are the later, you would need to get in touch with the server owner, as there is an option that does not allow user to turn off SA, that sounds like it may be checked. If you have root access, you can change that option yourself.

Hi Chris
Thanks for your help with this
I do have root access - what file should I be looking in on the server?
Thanks again
Audrey
SpamAssassin may be allowed, disallowed, and forced enabled using WHM via the following menu paths and options:
WHM: Main >> Server Configuration >> Tweak Settings >> Mail
* SpamAssassin Spam Filter
* SpamAssassin Spam Box delivery for messages marked as spam (user configurable)
WHM: Main >> Service Configuration >> Exim Configuration Editor >> SpamAssassin Options
* SpamAssassin: Enabled for all accounts without the option to disable it
