I had the same problem and took it up with my host, ServInt. This is what they had to say:
They also followed it up with this:Backscatterer.org is an anti-spam organization with an opinion... an opinion on how they think your mailserver should be configured to handle spam. It's an opinion that not neither everyone shares nor agrees with. Your server's IP address isn't listed on any of the other 100+ publicly accessible blacklists out there... only backscatterer.org. That's good news.
The bad news is, there's no easy configuration change that will prevent this that doesn't either hacking Exim itself and/or using third-party scripts/software, neither of which we currently support. If you want to try to employ Backscatterer.org's suggestions, you're more than welcome to try. But this isn't something we can do or support for you at this time.

Again, backscatterer.org is of the opinion that Sender Callouts are a bad thing. Others disagree and think they're important and necessary. So it's a matter of choice as to whether you want to use them or not.
I have disabled and alway have disabled sender calout.
They listed us example because one email was that quota exeed next email was autoresponder (2 email 2 times blacklisted) horrible!
