Again... this is kinda an off topic question... though a bit less so than your last question.
You also need a mailing list script... cpanel comes with mailman already setup, (you may just need to enable it). If you want a simpler one, check hotscripts.com for a simple mailing list script.
Sounds like you may need to hire a web developer to setup your site the way you want.

Why ot just use a cPanel mail list?
Ok my sight is for my firedept.
I created a mailing list for just the dept. members, but I need to make it where the Chief and Asst Chief can email this list.
I don't see anything about "Mailman" in my cpanel frontend.
Do i need to make a subdomain for this list or add the Chief and Asst Chief as co administrators, or what?
