Default MX redirect to google apps

We try to use Google Apps as an e-mail account. It's redirect from account in cPanel using MX record. We need to create many users for account. As it say Google Apps, we have to create csv-file, like in example attachment. When I create this file and try to upload it the sistem give me "Wrong title CSV-file or file type". Can you explain me what I do wrong?

    A) are you uploading an actual csv file? Sure it's not just a renamed XLS or something?

    B) guessing: is the character set of the csv file correct? I'm unsure what's needed or what you're using, but I wouldn't be surprised given the language of the screenshot. Perhaps it should be UTF-8? Just a big guess there...
