Outbound mail not using spamassassin

I just sent this spam test Emai using this sting in the body of a message it should trigger spam it works from the outside

XJS*C4JDBQADN1.NSBN3*2IDNEN*GTUBE-STANDARD-ANTI-UBE-TEST-EMAIL*C.34X

when I send it from an outside account the server sees it and stops it. But when i send it from an inside account it goes out and i do get it at the outside account. I need to be sure my users are not sending spam

Am I missing some switch or something?

WHM 11.11.0 cPanel 11.16.0-R18546
CENTOS Enterprise 5 i686 on virtuozzo - WHM X v3.1.0
