problem with configuring outgoing mail settings..

i am facing problem with outgoing mail transfer settings...

i set up an account with 10Meg quota after this downloaded POP3
settings from given link.

first help me out to how to configure outlook from the file downloaded.
and manually i used settings but out going doesn't work.
