You might check your settings to make sure you've got it setup correctly. AFAIK, CSF is not set by default to block what you state it's blocking. If you've made changes, check those.
If that's no help, please check out the ConfigServer forums for assistance with your ConfigServer product.

I have seen a similar issue with this...Turned out to be that the client had a virus in their outlook which then tried running a port scan and then blocked them.
I would try running virus scanner on your pc and with so many programs to choose from one might find it and the other might not..
Though a very easy way to test it is to use thunderbird client and see if it happens through it.If it doesn't then you know it's outlook.
