apparently there was an upgrade last night, and outbound mail is non-functional

CHanged client software to use the port that the WHM config says to run an additional copy of exim on, now outbound mail works.
Why wouldn't default smtp port work?
I know most ISPs block port 25 as a method of curbing spam traffic. However, our technical analysts will be able to determine if this is a cPanel/WHM-related issue.
