I have an issue in which mail that is marked with {Spam?} or {Definitely Spam?} is still being delivered.
Any ideas how to delete these and not deliver?

Hi,
You need to enable a option under cPanel "Auto-Delete Spam".
You can find above option under the Spam Assassin.
cPanel >> Mail >> Spam Assassin >> Auto-Delete Spam.

You mean for auto-delete spam? Not precisely. However in the Exim Configuration Editor, you can block spam at SMTP time that exceeds certain spam scores (10.0, 12.5, 15.0, 17.5 and 20.0) which would have essentially the same effect but only for spam with a score greater than or equal to whichever threshold you select.

Login to your cpanel, click the MAIL Icon > SpamAssassin
Disable SpamAssassin
[ Go Back ]
then
[ Go Back ] again
Email Filtering
If you see any filters which instruct spam assassin to delete or manage emails tagged as spam in any way, delete the filter.

[ Enable SpamAssassin ]
[ Go Back ]
To simply have the server DELETE and NOT deliver emails that are tagged as spam by SpamAssassin, click here now.
Enable that if you want spam assassin to delete emails tagged as spam, otherwise those emails will be downloaded to your email program and you can filter them in another way if you wish.

And how to enable SA and reject SPAM at SMTP even on mails being relayed by accounts on server? Current implementation just scans and act on mails coming in from remote hosts. A Zombie machine of a user on server could cause havoc so at least there should be a provision on enabling SA for all incoming.outgoing mails. Yes webmail could be excluded. But definitely there's something needed for mails being relayed.
