Can Cpanel backup another 2 fixed line if 1 fixed line down?

I have a problem regarding to fixed line. I have a load balancer device that can support 3 internet service provider fail over. As i know Cpanel server only allow license to 1 fixed IP. If the 1 fixed IP down then the Cpanel server totally down already. Then got any way to backup the Cpanel?

You can install cpanel on two servers and do dns clustering to keep the dns always running. If you need the data synchronized you will need to contact the datacenter.
