It appears cpbackup had a single user selected for some reason on a server. How do I recheck all usernames (not manually over 500) to backup all accounts?

Not sure if this helps or not, check the file in /etc/ named cpbackup-userskip.conf
Are all 500+ users listed there?
I set one user to be skipped here (unchecked him) and his name is added to that file to be skipped.
yep, that is the correct file. If you remove the username it get's checked in the backup options. Thanks for sharing it..
Echo the file so that all the users gets listed in the backup list..
