Question FTP help no directory listings

Okay here is the problem, when i correct with built in windows ftp I can connect to my pure-ftpd daemon just fine and create and remove folders and files.
When I use dreamweaver to connect, It's built in ftp manager looks to see if their are two folders and if not tries to create them.

So far for some reason on this new cpanel server (it worked fine on the old one) I cannot create files or folders with dreamweaver, AND more importantly I cannot view a directory listing with it.

When I use dreamwever to connect via ftp to ...the folder public_html

Also let me state that this is in no way a firewall problem, nor is it a problem with dreamweaver, I believe that the problem lies in either the user that pure-ftpd is running as or the way that cpanel has the permissions configured. I do not know much about the wheel group or suexec, so if they play a part say so and I will go make myself an expert on them.

These are the errors in /var/log/messages foo could be any user, its not just a 1 user problem it is server wide...I didnt actually use the username foo for this test.

Ok, when i try to connect to my ftp server I get this in my ftp client. I assure you that there is no client side firewall blocking this, as it works fine to other pure-ftpd servers under CPanel.

Response: 425 Could not open data connection to port 14925: Connection refused
Error: Could not retrieve directory listing

There may be no client-side firewall issue, but what about a server-side firewall issue?

Well thats what I thought originally, But IPTABLES is disabled, flushed and removed...I -X everything to test it. So pretty much the only thing I can think of is that there is something blocking it ...thats not on my server...what I have is a Virtuozzzo server running cpanel, and I think this has something to do with it, that it just wont work.

ahh... I recently had a client's webdesigner login to the client's sute with dreamweaver (not sure what version) and make some changes, and his activity left similar log entries about not finding directories and files and it wound up choking on the index.php3 file and totally erased the contents of the file. I had to restore it from a backup.

I think it's an issue with dreamweaver's ftp implementation... I've never had any problems using real ftp clients... filezilla, cuteftp, etc.
