You need root access to do any sort of account migration.

Do you mean moving a single account from another server or from one partition to another on the same server?

If migrating accounts from another server, simply go to the "Transfers" section of the WHM interface.

Sounds like you have a reseller account. If you see no option as mentioned above in your WHM, you'll need to contact your host who provides your resller package to you for assistance in moving an account to yours from another server.

Yeah, just ask them to do you a backup into your Reseller account dir, i assume you have SSH access, then just scp the files to your server in /home and go into WHM and restore it.
