Is it possible to do remote incremental backups?
I imagine this would require the use of a 3rd party software that would "login" to the server and initiate a backup procedure.

A "remote" incremental backup would take substantially more time and resources to backup than just simply doing a full backup so if the intention for saying "incremental" has to do with conserving time or resources, I would probably drop forget that notion now.
For remote backups, a full backup is going to be much more ideal.
Cpanel doesn't have any means in and of itself for remote incremental and if you were going to pursue it then I would look at a 3rd party solution like R1Soft but then again as I said, remote incremental not really the most ideal there.

It is indeed to reduce load.
What about a way for cpanel to login to the FTP server, check the size of the last backup, and skip it, from backing up, if there are no changes to it?
If you are going to take remote ftp backups the gzip process will kill the resource . If you would like to have a remote incremental backup plugin please check here
