2 Separate Email Inboxes

Below is an example of an account I have setup in WHM as follows-

Domain: test.com
UserName: tst

Email Address: joe@test.com

When I SSH onto the server, there are 2 inboxes for joe-

/home/tst/mail/joe/inbox
/home/tst/mail/test.com/joe/inbox

Mail has been accumulating in both inboxes, however, when joe downloads his mail, only the /home/tst/mail/test.com/joe/inbox gets drained.

How & why does mail get written to both inboxes ?
How do I download /home/tst/mail/joe/inbox ?

They should be a hard symlink, that's why there are 2 there.
