550 Could not change perms on languages: Bad file descriptor

I get this when attempting to change permissions of any folder or even upload anything. The one folder was already 755 for example.

I ran a few things without resolution

    /scripts/fixvaliases
    /scripts/fixhome
    /scripts/fixwwwdir
    /scripts/fixcommonproblems

The public_html is on 755 as well.

Any suggestions? Amazingly only two other threads on this, but outdated or invalid.

    I believe this fixed it

    chown -R user:user public_html

I usually get that when the chown permissions are different. eg trying to change a file owned by root when im logged in as a user.
