Account created but user email not received

Hello,
On our server running WHM 10.1.0 and cPanel 10.2.0-R82 I can setup user accounts but the user email with account information is not sent. Root gets the info though - see below (edited): -

Any help would be really appreciated as I don't know where to look next.

when you setup an account in WHM..it doesnt email the user
it goes to YOU..then YOU email it to the user..
