how to solve the issue and create the domain

Check if you are using the stable version of WHM, try updating to the stable version.

Looks for error messages in log files below.

/var/cpanel/accounting.log
/usr/local/cpanel/logs/error_log

Use upcp
/scripts/upcp --force will fix your issue
