Account Setup and Configuration via Command line

Hi CPanel/WHM Users,

I was wondering if CPanel/WHM had the ability to set up and configure accounts via command line?

I have done some searching on Google, however not alot of evidence can be found in regards to this, if someone could point me in the right direction or comment on this i would appreciate it

To shorten any questions, we are running
WHM 11.28.60
CENTOS 5.5 i686

Then the normal Apache2, php5.2.14, mysql5, etc, etc
