Default Account Suspention removed htaccess file

So I just had my first account automatically suspended for using too much bandwidth and when I unsuspended the account from whm and increased their quota I noticed that their htaccess file was gone? Is this normal? Is there any way to prevent this from happening again? I had to restore it from a repository.

IIRC, the .htaccess is renamed to .htaccess.suspend and a new one put in it's place.

Well that would make sense but that didn't happen to me. It deleted it on my end.

Did the user account exceed both the disk quota and the bandwidth limit, or was only the bandwidth limit exceeded (while staying well within the disk quota)?

Suspension for excessive bandwidth doesn't modify the users .htaccess. There is a current deficiency where using the the 'unsuspend an account' function removes the .htaccess file in the user's public_html directory.
