adding custom notice to cpanel

I recently moved servers - at some point I added a custom notice to the cpanel interface - Ive tried searching but the word notice is too common - I know there is a text file some where to change - if you dont know where the file is what the notice process called ??

Notices can be changed by going to the WHM interface and under cPanel click on "Modify cPanel/WHM News"
