Default adding directory to open base_dir for new users

Hi wonder if you can help me. i have some files in /usr/local/bin that clients require access to.

I've edited the line to the phpopenbasect.

I then chattr +i the file,

Then go to whm tweak settings and disable php open_basedir, and then re enable it.

this all works fine and the users can access the directory.

the problem i have is that when a new user makes an account, these settings arnt given to the new account, and i have to disable php open_basedir and then re enable it for the settings to work. What im after is a way around this, so when a new account is created, i dont have to disable then re enable.

Does anyone know a way around this ?
