addon domains and dns (zone not created, only work file)

I have been having a problem lately with one of my cpanel servers.

when creating new accounts or new addon domains, everything looks like it ran succesfully, I get no errors, but DNS does not resolve.

named.conf gets modified as expected, but the zone file does not get created correctly.
instead of getting a zonefile created in the form domain.TLD.db
I end up with a file under /var/named called
domain.tld.db.work.<random characters>

running WHM 11.15.0 cPanel 11.18.6-S24739

has anyone else experienced this...or got some for of fix for it?
