after 3 password failures cpanel allows anyone to reset it!

My understanding was that it was reset via the email set in cpanel?
it is reset via cpanel, and emails the primary contact, but I cant have random people changing my clients email addresses without their knowledge. Plus in this day of age, alot of my clients have developers that leave and they forget to update email accounts. The last thing I need is unauthorized people getting emails from cpanel that shouldnt be. Does anyone know how to disable this? Nick buddy, any input is appreciated. Thanks.
