All IP address appear on drop down menu reseller

Hello

After upgrade cpanel into cpanel 7.2.1_Release 92, all IP servers appear on drop down menu reseller on Account Functions > Create a New Account. How to disable it ?

And how to assign a few IP address to my reseller such as if he want to purchase 4 IP address, etc
