Anonymous ftp disabled server wide, possible to enable for one account?

Hi, for security reasons I've disabled anonymous ftp serverwide, but a good client of mine would like anonymous ftp and since I trust him I'm willing to provide him with anonymous ftp, but I don't want to reenable anonymous ftp server wide, is there a way I can enable anonymous ftp just for his account? Thanks!
