Anyone ever received "511 Access Not Allowed from this Domain" after adding new site?

This is a first for this error and comes after adding a new account to the server and then having the user browse http://ourip.111.111.1111/~thierusername/

It shows the 511 Access Not Allowed from this Domain.

Anyone know what causes this?

Sure have. This is the way you have compiled Apache. You have compiled with mod_bwlimit. You need to remove that and the problem will be fixed.

This can now be done under Server Setup in Security Settings. Choose mod_userdir and enable it.
