Apache Benchmark - Giving all users the ability to lauch DOS Attacks

Apache Benchmark (/usr/bin/ab) is a program which is used to benchmark an apache httpd server.

This program has some legitiment use, but in a shared hosting enviroment - the tool doesn't hold much use valuable use.

The program is shipped with apache, and often overlooked after installation has finished.

I believe cpanel installation should chmod 700 /usr/bin/ab - so that only root has the ability to use this program.
