apache locks when creating a new account or parking a domain

Greetings -

I have an odd issue and would appreciate any suggestions. Any time we create a new account through WHM or simply park a domain on top another one, all the websites on thes server (except for WHM - assuming because i'm going through https) freeze. Apache simply stops responding and I am forced to scroll down to http server in WHM and reset it.

Any ideas?

What is the full cPanel version and build number?

# cat /usr/local/cpanel/version && echo

What is the Apache version information?

# /usr/local/apache/bin/httpd -v

When the issue occurs are there any new messages or other logged details in either the Apache logs or the cPanel error_log?

Please use the following command to monitor the aforementioned log files for new messages while attempting to trigger the symptoms:

# tail -fvn0 /usr/local/cpanel/logs/error_log /usr/local/apache/logs/*log
