Default Apache Stops Responding When Account/Domain Created

Why does apache stop working when a CPanel account is created or an addon domain added? Then Apache needs to be rebooted manually for it to start working again or WHM chkservd realizes its down and restarts it. Any ideas?

    WHM 11.15.0 cPanel 11.17.0-S19434
    CENTOS Enterprise 5 x86_64 on standard - WHM X v3.1.0

    Server Version: Apache/2.2.6 (Unix) mod_ssl/2.2.6 OpenSSL/0.9.8b mod_auth_passthrough/2.1 mod_bwlimited/1.4

The apache restart when a domain is added/removed is normal. However, it should not need to be started manually to be working again. It should be a very quick process virtually no one would notice.

I notice if I try "service httpd restart" it does not fix apache but if I restart it from WHM it does. Perhaps the function that the domain creation uses to restart apache is related to "service httpd restart" and the one in WHM to restart apache is different somehow? Perhaps its because the OS is 64bit?
