Backup File Unviewable by User

This just started out of nowwhere.

via FTP, logged in as the user of that home directory, the Backup file will not show up. It shows up in CPanel, but if clicked on, the user gets a 404.

via SFTP as Root, the root user can see the file in the home directory.

I should also have mentioned that, I checked and the file is owned by the user.
