I think you're trying to accomplish n+1 tasks in only n steps. Can you restore the account under the old name and then change the username on the account? I think that's where it is going wrong.

    Sure...

If I understand correctly, you want to restore the account on a vanilla server, basically. Of course, this server has all the same software installed on it.

I haven't tried what you're doing, but according to my understanding of WHM's backup / restore, you should be able to:

    (1) Create a user on the new machine using the very same username whose backup you're about to restore.
    (2) Restore the backup file on the new machine, overwriting everything.
    (3) After verifying the restore, change the username on the new machine, if necessary.

I think you're not doing step 1. As mentioned, step 3 is optional, but all things must be the same for step 2 to occur, which is why I suggest creating the user of the same username on the new machine.

Let me know if I'm even more confusing!

You do not create the account first and then restore the backup. The backup contains all the details for the account so simply restoring it will create the account for you.
