Does anyone know if there is a feature that could send out an e-mail alert in the event that bandwidth usage where to exceed a set amount of traffic?

WHM -> Server Configuration -> Tweak Settings -> Notifications - look at Email users when they have exceeded their bandwidth. Disabling this will prevent all Bandwidth Limits Email from being sent. and the settings below it.
