I've turned off automatic updates of cpanel, because every 10 days something were damaged by it even of stable release. You just cant have working server with cpanel. Cpanel sould be called alfa version really. It found way to disable another function in my server evern with automatic updates turned off. Now if I try to update cpanel this error could be fixed, however I will have 4-10 other on my hand.

I dont think this issue can be fixed because cpsrvd.pl is precompiled perl script.

No one using cpanel cant say that this experience isint exiting. Every few days new problem, new bug gets into your cpanel, no matter you will you do.
