Default bug with exim, details and temp ghetto fix

WHAT THE F*** is going on?

    This is one serious bug.

    The error message:
421 Unexpected failure, please try later

    The error log message:
failed to open /etc/localdomains for linear search: Permission denied (euid=47 egid=12)

    The fix:
    chmod 644 /etc/localdomains

    The WTF:
wait a litte while, /etc/localdomains magically becomes 600

    Just once:
    HELL NO!
    # grep localdomain exim_mainlog | wc -l
    188709
188,709 emails not be sent = many support phone calls

    The WTF part 2:
This only happens on one of my servers

I looked at this file, what is its purpose exactly?
Is it just a log file?
