Can a customer change their index page

Can a customer change their index page. I have a customer that has a
page, index2.php that they want as their default page. It calls an
existing index.php page that they don't want as their default page. They
don't want to rename the files.

Well, they can use a redirect in a .htaccess file, but from a server POV, then the list of acceptable index files in controlled by the directive DirectoryIndex in httpd.conf

We add directory index already, but it would be nice if the customer would do it from cpanel. Is there any way?

No, what I said still stands. They can use mod_rewrite or other methods in their local .htaccess file, but other than that they have no control over it at all.
