No but they might be able to read it.
If you have phpsuexec enabled then each user can create his own php.ini

No, phpsuexec is used to run php as CGI and run the php files by the user instead of nobody which makes the server more secure.

But there are different permissions (chmod) you need to know about before using it. Search this forum for more information.
