Can users access their Cpanel before propagation?

Ok. I looked all over for a post on this, and can't find it.

I know users can access their site http://ip.com/~user/

can FTP with the ip, username and pass.

BUT can they access their control panel prior to propagation, if so how?

Yes, they can:

WHM
https://servername.serverdomain.com:2087/
OR
http://servername.serverdomain.com:2086/

CPanel

http://server.ip.number.here/cpanel/

FTP

to the IP number

Is there any way they can use e-mail before propagation?
We have tried:
user_domain@ourserver.ourdomain.org
user+domain@ourserver.ourdomain.org
user%domain@ourserver.ourdomain.org
But none seem to work.
We can send OUTgoing email using the web interface, but need to RECEIVE email also, before propagation.
