That backup file is supposed to be in your home directory. Check for its existence using the Filemanager. if it's not there then you need to contact your webhosts support system about the issue.

In the filemanager, move the backup file to your public_html directory; After moving it, rename it backup.tar.gz

IN your webbrowser, open your website and type the name of the backup into the browser address bar (after your domain name) and it should prompt you to download.

Example, if your website is www.example.com, then you need enter the following in your browser address bar:
    www.example.com/backup.tar.gz

After you download it successfuly, remember to remove the file from public_html so the whole world doesn't have access to it

You have to MOVE the file to that location then access it using the web browser

its name isnt important as long as the file exists in the public_html folder with that name and you put that name in the address line of the browser.

If the file is really in the public_html folder with the name backup.zip ( which I doubt ) then the owner or permissions are wrong

    Yes, I did move it

The permissions are set at 777 yet. I still cannot download it. What do you mean the owner is wrong? I can download other account backups fine

use the cpanel file manager and dload the file

If you cant see or Dload the file then its has to be either a permissions issue or a file ownership issue - if the file is owned by root for example rather than the user, the user may not be able to see it/dload it

I can see it can't download it. How can I see the file ownership perms?

    Thanks

You just have to be getting something wrong here, there's no way the file could not be downloadable if you have it in public_html and refer to it by the name it exists as. Certainly you wouldn't get a 404 if there was a problem.
