cannot restore full backup

I am unable to restore a full backup. I am a reseller so i have reseller access to WHM.

How can i restore clients full backups or my own if needed?

It tells me that i cannot restore full backups i need to contact my administrator?

Is this normal for resellers not to be able to do this or is this just my host being stingy and wanting more money from me. They say they can restore the backups but it will cost me extra.

Can someone give me some answers on how this is supposded to work.

Oops i actually forgot i made that post. Thanks for the help. It is harsh of the provider to charge for it but they are not charging that much for it i guess. I will have to see how fast they can complete it though.
