Cannot unsuspend account that i suspend manually

A day a ago i suspend one account and now i go to WHM try unsuspend this account - receive that ok

I go to site and receive instead message about susped this error

Forbidden
You don't have permission to access / on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

How i can unsuspend account?

I get this when people call their home page Index.htm instead of index.htm. (Cap vs non-cap)

Ok, but how can we resolve this problem? I use modernbill and everytime it unsuspends an account I have to change the permissions..
