Cant change password with Cpanel

Error when trying to change password with users control panel. Willl change only with WHM.

Change Account Password
send: spawn id exp3 not open
while executing
&send &$oldpass\r&&
(file &/usr/local/cpanel/bin/securechpass& line 18)
spawn /usr/bin/passwd
passwd: Authentication token manipulation error

Anyone out there with a fix

No solution

It seems to work on some servers and not others. I have had a couple of paid support staff look at it and they cannot find a solution. I have been told it is a bug in Cpanel with some server configs but no one seems to give a solution to us. I sure if we submitted a support ticket someone would respond but thing and versions in Cpanel are changing so fast lately, we can hardly keep up with all the fixes on all the servers. Seems like if you wait a while things just get fixed but this one has not yet been addressed in any upgrades we have seen. WHM however works fine so we have been doing the changes for the clients.
