we had this same problem on a new vps account we set up. We were running r119 i think and down graded to the lastest stabel version and it worked for us.

You would need to post what errors, problems you're seeing. Also, check /usr/local/cpanel/logs/error_log for additional errors.

Same problem here on a new vps.

There are no errors when trying to create a new account. It just says "accoutn creation complete" but doesn't go through the normal list as it's creating it.
Nothing is actually created.

When trying to import an account no matter what I try (done this before) it gives me an invalid account error right at the end.

WHM Version is the same as on another that is working fine. 3.1.0
cPanel versions is 10.8.2 which is different than the other server that works. It's 10.8.1

Any ideas?

Transfer logs are kept in /var/cpanel/logs - this might give you an indication of what is going on.
