Not tried anything yet, nothing matching on google:

+all_iplist.db +"Permission denied" - Google Search

root@server [~]# ls /home/[user]/.cpanel/datastore/all_iplist.db
/bin/ls: /home/[user]/.cpanel/datastore/all_iplist.db: No such file or directory

I will try and create the file/tweak the permissions, to see if that helps.

Touching the file and giving it chmod 666 seemed to do the trick.

What were you trying to do exactly when you received the error? BTW, if you have created the file manually with the users ownership, 600 permissions will do as well.
