also seeing this issue on a new centos x64 install
upgrading memory usage worked here. Might want to have this upgraded by default in future releases

There is an active internal case for unsetting the memory limit while installing plugins. There is no estimated timeframe for when it will be implemented, but our developers are aware of the problem this causes and are working to find the best solution.

I edited the memory limit from WHM --> tweak settings to unlimited
then un-installed and re-installed clamav from manage pluggins a few times
Tried re-installing clamav from ssh as suggested here
but still the same.

Yes i can submit ticket, however can cpanel ticket accept ssh keys instead of enabling password auth for ssh.
I don't mind submiting root pass and ssh keys but need to keep ssh login restricted to keys only.
is it possible ?
We can log in using SSH keys. That is no problem. Please note that we do not use Windows workstations so we cannot use PuTTY-specific keys, only standard keys of the type generated by the ssh-keygen command on a Unix or Linux system.

I too can confirm that changing the memory limit from 256 to 512 allowed me to install clamav on centos 5.5 64bit
i thought it had installed a bit too quickly before i raised the memory limit
the way i could tell it wasn't running was there was no /user/sbin/clamd process running in the process manager on cpanel
