Cgi does not work outside cgi-bin anymore?

After I upgraded new cpanel,
It seems cgi does not work outside cgi-bin at new account.
Is this bug or change function?
I would like to know this issue.


I do not want to add .htaccess to work cgi on public_html all accounts.
