Change FTP passwords for user account?

I am moving 200 user accounts domainname.com/~user from an Ensim box to a new cPanel box. I haven't figured out a way to use the copy function becasue the domain is over 10 gigs in size, so I guess I will be manually adding all the accounts.

My question: How are users domainname.com/user able to access cPanel to change their FTP password? I tried accessing http://IP:2082 using the user's username/password combo, but it isn't letting me in.

Mail accounts have the "change password" function for users, so I'm good to go there...

Can someone just tell me if it isn't possible so I can move on? I'm really stummped here. I've tried http://IP:2082 with username/password and username@domainname.com/passord, both with no luck.
