Change Site IP doesn't seem to work

For some reason, changing a site IP doesn't seem to want to work. It just sits there, and sits there, and sits there, waiting, waiting, and waiting, doing nothing. I click the submit button to do it's work and it just sits there. It doesn't seem to want to change the page even.

I can leave the computer for five minutes and it is still just sitting there doing nothing.

Anybody have clues as to how to fix this issue?

if you need the job to be done, you can manually edit the httpd.conf. But if you are asking why it is not possible for you to be done through WHM, I am not sure. May be an update of the cpanel can help.
